West Melbourne passes strong fertilizer ordinance

At the West Melbourne City Council meeting on Tuesday evening, May 20, 2014, a second hearing was held on a Fertilizer Ordinance.  

Although the ordinance proposed originally had been a strong one, containing a 'rainy season ban', at the first reading on May 6, 2014 the council instead passed a weak ordinance using the state's Model Ordinance as a basis. (See: West Melbourne weak on lagoon?)

At the public speaking section of the hearing on May 28, the first speaker was Dr. Leesa Souto of the Marine Resources Council (MRC). She gave an executive summary of why a strong ordinance would be better for the Indian River Lagoon (IRL). Several other citizens, from West Melbourne and other nearby areas of Brevard, spoke after her. Then the Council had some questions for Dr. Souto, which she answered thoughtfully and intelligently.

The vote on this Ordinance was very close, but a strong Ordinance, with all 4 provisions to help the Lagoon, including a rainy season ban, was passed 4-3.

Voting yes: Mayor Hal Rose -- who said 'we need to give this a chance' -- Stephany Eley, Bill Mettrick, and Pat Bentley.

Voting no, against a strong ordinance: John Tice, Barbara Smith, and Andrea Young.

Pat Bentley's strong initial opposition to the rainy season ban on May 6 was turned around on May 20 during his extensive questioning of Dr. Leesa Souto.
Also at this city council meeting, SCPA member Alan Jotkoff, CPA, was appointed to the Business Advisory Council.
