Leon County Circuit Court Judge Terry Lewis ruled that two of the state’s 27 districts are invalid and must be redrawn, along with any other districts affected by them, to bring the map into compliance with the state’s new Fair District amendments. ...

TALLAHASSEE | In a highly anticipated ruling, a Leon County circuit judge struck down a map of the state's congressional districts drawn by the Legislature in 2012, potentially throwing the political future of the state into turmoil.

Circuit Judge Terry Lewis ruled that two districts violated the new standards: Republican Rep. Dan Webster's 10th District, which runs into Polk County, and Democratic Rep. Corinne Brown's 5th District that runs from Jacksonville to Orlando.

The district represented by Webster, of Winter Garden, includes Winter Haven, Auburndale, Polk City and surrounding unincorporated areas of Polk County, as well as portions of Lake and Orange counties. ...

In a sharply worded decision, a Florida judge ruled late Thursday that Republicans illegally redrew the state’s congressional districts, saying they “made a mockery” of an amendment meant to inject fairness into a process that has long been politically tainted.

Judge Terry P. Lewis of Florida’s Second Judicial Circuit ordered that two districts be redrawn — one, the 10th District, now held by Representative Daniel Webster, a Republican, and the other, the Fifth District, held by Representative Corrine Brown, a Democrat. In redrawing them, neighboring districts are also likely to be affected.

The state is expected to appeal. The ruling, issued less than two months before Florida’s primary, is unlikely to affect this year’s elections. But if it stands it could have broad implications for the 2016 elections. ...

TALLAHASSEE (Reuters) - A Florida judge threw out the state's 2012 congressional redistricting plan on Thursday, saying Republicans conspired to manipulate the boundaries to protect the party's majority in Washington and "made a mockery" of the rules of transparency in the process.

In the 41-page ruling Circuit Court Judge Terry Lewis specifically ordered that two of the state's 27 districts should be redrawn as they violated a "Fair Districts Florida" standard approved by voters in 2010 to ban legislators from favoring or protecting incumbents.

"What is clear to me from the evidence ... is that this group of Republican political consultants or operatives did in fact conspire to manipulate and influence the redistricting process," Lewis wrote. …

Lewis's decision is expected to be appealed and it is not clear whether it will impact the 2014 elections by forcing new lines to be drawn before the election. The League of Women Voters of Florida brought the lawsuit forward. ...
